Where does this "upkeep reduction from army size" come from? And why does it disappear after I change culture from Hittites to Huns? With Huns I suddenly had far fewer gold and much higher upkeep at the same time, with zero reduction, and it makes the horde utterly useless since 8 warriors costing the same upkeep surely beats 1 horde.

The army upkeep reduction is 5% per unit in an army after the first one. So, e.g., if you have an army with three units, there is a 10% reduction. I have no clue how you go to 100% reduction, however.

That was changed, Siptah. You no longer get 5% reduction per army size. Instead, you get a 5 army upkeep allowance (multiplica by gamespeed, so 10 on endless speed) on Ancient era only, to avoid insta bankrupcy when your tribes become scouts

Ah, thanks for clearing that up! Still curious about the city cap though :-)
