if I did nuclear test and cancel nuclear proliferation, can I still build nukes?

as I want to rise food production quick :)
also what will happen if I then introduce nuclear disarmament?

I can use macarana stadium to make that (rise food production again), but it will take ages

now I also someone triggered vote in global congress about nukes, so I am not sure how to vote now
