So took a break from HK after TWR was released.  Jumped back just to see how it is after the last big update.  Last time around I didn't pay much attention to the doctrine's section within the congress.  

I know this is going to be a very general question and might be hard to answer succinctly but have people found the system worth sinking influence into in (terms of unlocking axis) and has anyone actually gone to the trouble shifting other civs position on the various axis's to get bonus's?
