I propose a an addition to Humankind, in relation to its influence, stability, and money. Mafia's and Cartels have played a major role in multiple countries histories, and given Humankinds historical relation I see them being a interesting addition. They could introduce as little as unique civic like abilities or a occasional status, or they could be much more influential to the game. Theoretically they could introduce new luxury resources, units, and a civic branch. With the new stealth and diplomatic update, they could build off these new features alongside older ones. I see Organized Crime a way to boost stability if necessary or influence other countries (Similar to Religion or Influence) These groups could provide a bonus to income but degrade stability or vise versa. They could also force ideological opinions depending on their relative influence. A system this complex may be over ambitious in a reality and could be whittled down to something more realistic, but I see no issue with waxing poetic about the theoretical ideas.
