[Idea] Add "special statute" cities

In a similar way when, under foreign Influence, a city offers the possibility to change civics or suffer from a Stability hit, unhappy cities under foreign influence should (sometime) offer you the choice between freeing them as an IP, or giving them an "autonomous city" status. An "autonomous city" would still be part of your empire but it would have some autonomy on some fields (there should be a panel similar to the IP's one where you can chose: whether the city should have the same laws of you/ some of the Influencer Empire, whether it should to have a full control of districts/infrastructures building affecting so its Stability, whether they should automatically join a war on your side/ if its left them to chose to join based on the relationship with your enemy, whether to make their armies act as yours or as mercenaries... etcetera, etcetera).

If I understood correctly you mean that sometimes, instead of changing of a civic, should trigger that specific option? (like 2% this trigger, otherwise is the civics?).
I am afraid that could generate a lot of frustration of players, but the concept it's interesting

It should happen just when a city is under the influence/religion of an empire with which you don't have good relations (ex: he asks to to give him this territory), so if the city is largely influenced by him and has low stability, maybe, before rebelling, it should ask you to become more indipendent (ex: it makes you choose to give this city the independence otherwise it will rebel; maybe a new civic may add the option to make it a special statute one)

It would also give another reason to avoid to get culturally dominated by your neighbors, hence prioritizing when meeting an aesthete culture to either befriend or destroy it.

Like if stability low and under one influence this pop up an event to free the city or spend influence / trigger grievance

This being a random effect would be very annoying, but to be honest I've also found that the absolute spam of civic Osmoses from having a very different empire nearby cause near permanent -50 stability because of 1 or 2 territories similarly annoying. 


In my opinion both these problems could be solved though a sort of divided rule system. While it may seem convoluted to put in the game, every empire and nation in history has tiered systems of laws that allows subcultures and cultural mixes to blossom in different regions. However this idea isn't really available in the game since an osmosis from one area of your empire has to either be accepted for your whole empire or be denied.


I think this could be solved through the Foreign cultured civics tree, where the Open Minded side civics could enable different cities to have different civics from the rest of the empire. Rather than just the option to pay stability to reject or accept for the whole empire, also give the option to have that civic apply exclusively to the city/territory influenced, at the cost of some influence. A system like this would also allow a lot of flexibility for the player to specialize certain regions using alternate civics for different focuses if they have the influence to do so.
