Yep if you find it in the first era is quite insane. But if for example you find it later its okay.
It is a bit tricky to balance it for early game, as then later will be seen as "nothing"

I disagree, because it has very powerful bonus on science quarter. So it won’t be useless. Speaking of coastal tiles bonus, there are no any other wonders with such tremendous boost. Many good wonders give near the same amount of fims to other quarters, but no one gives 40 fims out of nowhere. It is really very unbalanced. Another players don’t have any tools to make same amount of science in 1st era. While developing science quarters and getting extra science is still cool and much more balanced
