Stuck on "Your People Require Your Attention"

Clicking will center me on one of my cities. That's it. No indication of what the problem is. Nothing to click. No popups or alerts. WTF am I supposed to do? I can't bypass this and continue the game...

Could you give me a bit more info? Like a screenshot or, ideally, a save of your game. This way I can take a look at what's happening.

It's been two months, but if someone else stumbles upon this looking for an answer. There's a small notification next to the city name. It's almost like an extension of the city banner. When I got one, I was a little confused as well, I played out the rest of my turns actions and then took a closer look at the screen and compared it to my other cities and noticed it. For me, it was my neighbour civilizations culture imposing a law change in my city. If the developers are reading this, I'd suggest making the clickable notification in the bottom right of the screen go directly to the decision screen as the small banner is sort of difficult to notice. I'm playing the lucy beta at the moment, so it's likely just a little thing that the team will eventually clean up anyways. Great game so far!

Got the same problem and was very confused what to do. At first I thought that this was game stopping bug.

I had the same problem and this is how to solve it :

- The game focus on unit but the problem is not on the unit : it is on the city where the unit is located.

- Click on the city banner and on the right you will see an icon which telling you people of city has a request ( you can adopt or refuse the change ).

That resolved it for me, but it needs to be handled better in the game.  I couldn't figure out what to do.  Suggest that when the user is directed to the city, the action automatically open.

You all are correct. The banner containing the city name usually has an indented end. When this notification pops up it is hidden in plain view. There is an addition to the end of the banner that squares off the end of the banner. When you hover over the end of the banner it explains the problem, then click on it to decide on your options. It occurs because a neighboring culture has a civic that you have, but made a different decision. The population of the city giving the notification wants to change the civic. In each case I felt it was a small change and adopted the change. Your choices are: promulgate (adopt it) or refuse. The city that it happened in for me actually had 2 occur at the same time. One was professional vs conscript army. I forget what the other was. A friend helped me figure it out, otherwise I was stuck and couldn't move on.
