Thanks for the report. Yes, you are right when in a specific situation, ToTheEnd AI will end up in a "not really interesting loop". We discovered, by looking at the code, that this is also the case for other AI but as they can use the white peace, they tend to get out of the hole...

A fix is being reviewed and should be published in the next few days.

Thanks for grouping the report and helping us find reproduction.
We found the source of the bug this morning. it is linked to a fix we did on "Stubborn" AI to ensure they always transcend.

The fix is being reviewed now and should be provided to you on the next build (no ETA for now sorry).

In the mean time,  you can avoid this by NOT selecting the "exclusive faction" option.

Sorry for the inconveniences and hope to get this fix as soon as possible if not sooner!

Thanks for the report, but this is not a bug. Adjacency bonuses of any kind only check tiles in the same city, not across borders to another city.

Sorry to hear you're having trouble. I've seen your post on reddit as well, so I know you already checked for Diagnostics files and found non, but do you have a player.log? It's not in your Documents/Humankind folder, so a bit harder to find.

It'll be at \Users\%USERNAME%\AppData\LocalLow\AMPLITUDE Studios\Humankind

Hopefully, it'll give us some more insight into what is going wrong so we can try to fix it.

Its possible this is an issue with needing to hold the FN button to access the function keys... But I see you mention F11 in your description twice, so for clarity: The intended shortcut is Shift+F1, not Shift+F11, so maybe this was just a misunderstanding (or a typo in a description of the tools somewhere)
