Districts can be built anywhere in a territory, even though the tutorial claims they have to be built adjacent to an existing one.

At first I thought it was a feature. :-)

Tested this a bit more, and it seems only emblemic districts (or whatever they're called) can be placed anywhere.

What also had me confused is that exploited strategic resources count as a district.
