I conquered two cities of the Hittites in the ancient era and then wiped them off the map as the assyrians. I then chose the Achemids to be able to assign administrators to the newly conquered cities. Even though they both show as administered and i can build units in them i am still getting the stability hit from them being "unadministered". Administering my own founded cities seems to work fine.

Saw this as I was just intending to report the same issue - unadministered penalty on a conquered city is not removed. I've also added a save file if that helps.
