Basically, the title. After chopping was done, the production per turn got reduced, but no production bonus was applied instead.

It does actually tell you that you're not getting any industry from the chop if you're doing it in an outpost region - just mouse over the forest for a bit before clicking. 

But now I also wonder if that's intentional or not, I tried doing that before too.
