Like Europa Universalis, in Humankind one cant just declare war and conquer all.

But after my 2nd playthrough, after I forced enemy to surrender, the war has not ended. I can still attack his units and cities without declaring war and I cant force him to surrender again. His war desire is locked at 0.

Eventually I have to ransacked all his/her outposts and cities to forcefully eliminate this empire
