A strange situation where I can't build Hanging Gardens wonder, even though I have 2 cities with luxury resources.


What Happened

  • I've build 2 cities. Both have access to luxury resources. I've built extractors on all of them.
  • Got a notification to select a Cultural Wonder, choose Hanging Gardens
  • Hanging Gardens did not appear in any city's construction menu
  • Assimilated independent people city which has no access to luxury resources
  • See Hanging Gardens in a building menu of new city, but cannot build it because city has no access to luxury resources

Expected Behavior
I would expect to be able to replace already constructed luxury extractor by a wonder district
