Possible bug - unbuilt city district has zone of control?

Description: I will check again but I'm only seeing a path out for scouts by declaring war - no diplomatic action / option. You can request open Borders but the AI just rejects it. 


Steps to reproduce: Have an army 2 hexes away from the city of another culture player/AI that builds a district adjacent to your unit. I plan to attempt this with forts on enemy units if I can.
Reproducibility: Reoccurred when the game was loaded but unsure about exact mechanics and more interactions.

Notes: I will check again but I'm not seeing a way out of declaring war - no diplomatic action / option. You can request open Borders but the AI just rejects it. 
Expected Behavior: Maybe a built city would have zone of control. Also I'm tired of zone of control extending past unpassable terrain. Perhaps even by Classical era the assumption is that there will be few situations in which a unit can't reach another with movement but it's not always a guarantee.

Also possible zone of control exception - extending up an impassable mountain side? 

Zone of control from cities just being 'adjacent' hexes is still a little awkward/odd. But I suppose extending making it based off garrisoned units range of movement/firepower might be too strong.
