Summary / Title: Counter-proposing a trade treaty locks the game

Description: A culture proposed a trade treaty with me ("Only Trade Luxuries"). Instead of reacting, I counter-proposed "Share Maps." My offer was rejected, but now I cannot do anything with the original trade offer to me.

The game is now locked. The turn area says "Will you accept this offer?" When I go to the Treaties window, there is a big red question mark saying "A decision is expected of you" but there is no offer anymore. I can see the rejection of my offer, but all other options are marked "You cannot make another proposition yet."

I cannot act and I cannot progress the game. I will just restart.

For reference, the opponent is Nubians. It is Turn 44.

Steps to Reproduce: 1. Receive a trade treaty // 2. Click on something other than the treat offered

Expected Behavior: Depends on intent. 1. The original offer should remain clickable. // 2. Options other than the proposed offer should be unclickable

I have the same bug, I've taken a screenshot.

I can't find where my savegames are located (but i do have one with this issue), if any dev could post the path in a sticky post, that would be useful :)
