I'm at war and am defeating other civ units and i'm getting the notifications that I'm receiving 5-8 grievances for each battle, but it doesn't seem to be adding to the total. I seem to be capped at 154.

Reproducibility: unknown.

Steps to reproduce: 

1. Go to war

2. Keep defeating units and cities/outposts for grievances trying to go above 154.
