As explained in the title, things are really hard to zoom in or click on, as if the game just stops registering mouse click and movement.
edit: Okay, the strangest thing about this, being the not able to click on Diplomatic treaties thing, is that this bug is now present on all my previous saves. I don't know if it's on my end or if this bug is magic, but...
edit 2: turning the game off and on seems to fix this for my other save files.
This happened also to me. Interesting thing was that I could zoom in and out if I tried to zoom in the upper third of the screen but could not zoom in the lower two third of the screen. After I quit and reloaded the game the bug was gone.
