Cannot end turn - City given as war reparations shows as Idle, but cannot add to construction queue due to Stability.

Had short early war, took capital. As war reparations, took the capital. Now cannot end turn because city shows as idle and mutinous.

Figured it out.

The only way to get past it was to start on a festival??? Seems like there should be a way to end a turn
