I have a free city slot, an outpost with 1 population, and the influence. But the option to turn my outpost into a city does not appear in my construction queue. Not sure what to do about it. I have done this a few times before, but now appear to have lost the ability to do so.

Edit: I think it has something to do with researching Feudalism. Colony Model is likely supposed to replace the original, but all it does is delete the original?

Edit 2: This has persisted through a new game, I believe this may be something on my end?

Edit 3: After uninstalling and reinstalling, the issue has not resolved itself. I am totally unable to create cities except for my first.
