I'm in Age I. I have a war score against an opponent of 146. Turning them into a vassal costs 150. I start a combat against one of their units and win it. I get a notification stating a gain in war score of 5-8 points (depending on which unit). I go back to check my war score and it's still 146.

Let me know if I'm missing something and there's a hard cap or something early in the game.
