In my game it happened a couple of times that I discovered a new natural wonder, and the message appeared about the discovery and fame etc.

Then at the start of the next turn a message appeared "Worl deed locked" saying "... has been locked by another empire."

Even when I had encountered all other empires, and I was the only one with a navy able to discover certain natural wonders.
