No, the "per [slot]" EQ bonuses are applied to the EQ tile, not to the output value of the slots.

Nice catch!
Even though Civic cost reductions are indeed supposed to be cumulative, enacting a Civic should definitely not grant you Influence.

Hmm... how about if detaching also moved some of the city's population into the detached outpost? I think that should prevent the exploit. Of course the real issue here is influence costs for attachment becoming a non-issue.
