After winning a war with an enemy faction I took a few cities from them, one of which seems to have been constructing the Hanging Gardens wonder.

During the war I raided the luxury resource which the wonder was being built on, whether this helped to cause the bug I am unsure.

However; once the war was over I was given the option in the city build menu to construct the Hanging Gardens.

Upon completion of the wonder the game would refuse to tick the turn over. I then tried forcing the construction through with pops, which let the turn end however, the wonder didn't actually construct and my pops were wasted for nothing.

I also no longer have an option to clear the ruins on the luxury resource tile.
