Description: 

After I formed an alliance with the Greek NPC, both of us receive an ongoing -1 war penalty per turn. Afaik neither of us are part of any hostilities as seen in the screenshots. The issue lasted until i declare a demand after 16 rounds...

PC/Steam Release version. Ingame language: German.

Steps to Reproduce: 

Sadly only have screenshots of this issue and no savegame. Maybe it also helps

Expected Behavior:

I didn't expect both sides to receive war penalties for forming alliance, especially when noone is in a war with anyone.
