I'm not really able to figure out if they're actually spending on influence or not, but it seems like as soon as a minor faction exists, the Magenta AI player, regardless of distance or if they can rationally see the minor faction, begins gaining relationship with that nation. This has persisted in my games, as well as something I've noticed in the background of streamers playing the game, though I haven't noticed any of them commenting on it.
(No attachments---this is trivially easy to reproduce)
Steps to Reproduce:
Start a new game or load a saved game where there are minor factions. Find an independent people.
It does not matter where the faction spawns or if they're within Magenta's sight or not--Magenta may be across a deep-water ocean. The Magenta player will already be receiving relationship points per turn.
Expected Behavior:
The Magenta player, like all players, should not default to starting with an ongoing relationship gain with independent people. They should need to discover the independents and spend resources.
