I've noticed I've received the same notification from the orange empire on the previous turn with empty war resolution as well. But it was skippable. Next turn I've received orange empires war resolution again. Green empire also surrendered at this turn. Had no problem with the green empire, was able to refuse. But the orange empire had an empty list was unskippable.
(I'm not sure but I've refused orange empires war resolution before.)
Happened to me too. I've been able to prolong the war for 10 more turns which eventually solved it. However even though I had a just war with a war score of 280, this solution dropped it to just 160.
I'll contribute my experiences here as well. Currently was playing a game yesterday and had this same issue occur. The main difference is I was playing the role of defender so I had no demand/cause for war. Whenever my opponent ran out of war support it came up with a blank screen as shown in OPs post.
I believe the problem is that my opponent still occupied one of my cities when the war came to a close but am unsure. I have yet to reload a previous save to attempt to circumnavigate that problem. Will edit or reply after testing.
EDIT: Did not fix problem, reloaded an even earlier save and the war resolution screen was still blank at this point. I believe I lost control of the territory they declared war over at some point and it lead to this problem.
