Just like many others here my game is not progressing, this is the 2nd save where it's not progressing. First save was turn 282, this save is turn 191. I looked in the diagnostic file and this is the culprit: [Empire 2] No suitable tiles found to place construction Extension_Base_Science in settlement 6153. So somewhere the AI is trying to build something but it's not working?

I've reloaded the save multiple times, tried alot of stuff that I've seen on reddit and here on the forums but the same message is delivered each time: [Empire 2] No suitable tiles found to place construction Extension_Base_Science in settlement 6153.....
