Stuck at turn 256. End turn is permanently replaced with 'order units to complete moves.' I can reload, restart game, load other autosaves and make different choices, the game always proceeds to the same turn then leaves me stuck.

I was doing usual, "click next to continue" activities, end turn, add production to empty queue.

I have only this attachment as I have no clue how to locate the saves and google is unhelpful. They do not seem to be in locallow with the logs.

I do not know how to reproduce the error.

The expected behavior would be for the "complete unit movement" button overlay to clear and become "end turn" once all unit actions are exhausted.
