I can’t really do a formal bug report on this because the save files don’t see to do it consistently. This is more of a cry in the dark trying to see if I’m the only person running into this problem. Basically as my title states, the AI personas seem to randomly change to new personas between loading the same game. I ran into this in the OpenDevs too, I was wondering if a fix was determined yet.

Edit: I did delete the files which were mentioned in the Steam post, and the issue has continued to persist.
