Very Low Pollution tanks Stability from 100% to 0%.

Starting Conditions:

I am playing the Australians. This current city is at Very low pollution, and I am building an airport. 


Next turn when the Airport is complete I get a notification that my cities pollution level has increased, the cities stability drops from 100% to 0%, and the population starts starving.

This has also happened to me in a recent game. I decided to build a Garrison to make up some stability but the pollution penalty on it was -20 and it provided me with +15 stability.

Happened to me too. 


What's worse, the whole pollution mechanic caught me totally by surprise and actually ended the game with "planet unlivable".


The biggest issue I have with it is that there's very little information nor an easy way (that I could find) to figure out what the big polluters are and how to fix it. I was dropping trees into every single free space I could find, but I really had no idea if I was even having an impact. If pollution really is that critical a game issue, then I feel it really needs it's own map mode.


From my perspective, the game went from Low Pollution to High Pollution to Game Over, and I was like WTF, game over?!
