This bug have been reported and after some search, I've managed to track down its source and your save files confirm my findings.
A fix is on its way, but in the meantime, you can continue your game by revoking Secularism and either pick a religion (Religion panel > Change State Religion) or enact Atheism. This is not a good, but it should let you carry on with your game.
