So my capital (C1) got taken making my 2nd city now my new capital (C2). I have unlocked the tech required to transfer the capital to a new city. However, when clicking the button nothing happens, it doesn't work for moving it to any city. This game mechanic isn't explained in the in game wiki and the tooltip doesn't mention any requirements. So im stuck with C2 as my capital while my far better city C1 cant get that status back. On another note does being a capital give any city buffs?
