Bug Description:

I have been playing for a bit over 200 turns and am in a fairly extensive war. The AI has attacked one of my islands with a number of embarked Hunnic Hordes while I defend with just conscripts and a crossbow unit. The AI moves their ships around, lands 2 of their hunnic hordes and then after about half the ships spent their movement, the AI does no longer take any actions. I cannot end my turn or do anything until the AI finishes the combat turn, thus my game is stuck in that situation.

Steps to reproduce:


This is the only time I encountered this issue. I would guess it is related to naval invasions and the limited space the AI has to land. It could also be related to the cavalry's inability to climb walls. Earlier in the turn, I started building another unit in a city and moved a small fleet of ships closer to the scene of battle (but not yet in reach of it).


Expected behavior:

The AI should end their turn after a while if it cannot figure out what to do. It computing this long what the optimal move is softlocked the game.

I have this same issue when fighting the Hunnic Horde units. This time I was invading, and they didn't have any units embarked, everything was landed already. They all moved and then the game just sat there on their turn.
