I've been exploiting ransack to generate pops and modify district placement, and I find that ransacked tiles cannot be exploited by adjacent districts.
I'll just give an example:
The woodland on the left of the admin centre was an outpost built by another empire, I ransacked it before I established my own outpost. After I cleared the ruin on the tile, it doesn't display yield icons on the map, and indeed it yields nothing (I tested it). However, the tile still got exploitation info and a farmland landscape. The only way to exploit this tile is to build a district on it.
Additionally, it's not an missing icon issue here. The system clearly knows the tiles produces nothing when calculating the effect of a new district on it. Its just that the tile can no longer be exploited by nearby districts when recovered from ransacking.
I have verified the game files and installed hotfixes but this problem persists in each of the game I play, regarless of difficulty and map setting.
Just an update on the problem. It seems that the game has problems keeping up with changing control over a territory in real time.
In this case, I disconnected a territory from a city, merged the original city with my capital, and found a new city with the remaining territories. And looks like many districts (the Mausoleum as example) also stoped exploiting adjacent tiles. This time there is no fake working landscape or exploitation info on tiles. I found a way to get tiles worked again by connecting another territory to the city. I guess it worked like a refresh.
But this trick doesn't work on cleared ruin tiles.
