Description: On my game with 10 empires on the largest map size, i barely unlocked any civics. I wanted a monarchy but that civics never appeared even tho i chose autarchy in one of the first civics. The nuke civic appeared a couple turns after i research nuclear fission. I heard that other players are also having issues with civics on 10 empire games.
