If I uphold my workers' rights law, I get a "forced labor" on all my cities. Except, I have enshrined workers' rights, not employers' rights. Why are employers able to engage in forced labor if workers have more rights?

I could see this being a -X gold and +Y stability result instead of -20 stability and +25 industry. It would make more sense that way.
