Only had 2 on the entire map. Save file attached.To make tanks or the Mars colony one needs at least 3, so it was impossible to make those in this particular playthrough.It probably was just bad luck with this map, but I'd expect that enough resources would spawn to make every unit or wonder. Enough to do things as I settled the three of them, but YES oil is too scarce. Maybe there could be some tech with "prospecting" project that have a chance to reveal new ones? Zero is definitely a wrong bug. :-)
