The technology "Line Infantry" gives all units with the traits "Gunner" or "Heavy Weapon" an additional trait "Dug In" which is +10 CS.

Apparently you can dig a hole in the ocean. Enemy units were also able to move and dig in, even though the trait states a unit which moves should not get "Dug In"
