Description: After building the Statue of Liberty Wonder to help prop up my wartime economy that was in the negatives my money income worsened as it imparted a malus instead of a bonus. I believe the problem is that the SoL wonder applies the modifier to the net income versus the gross income of money. I did the math and it roughly checks out as being so.

Steps to Reproduce: 1. Have a negative net gain of money  2. Build the Statue of Liberty

Expected Behavior: Statue of Liberty would provide roughly a 30% bonus to my Money production [as I have ~30 territories in my sphere of influence] instead of a 30% bonus to net gain.
