I am really sorry for this poor horrible attempt of reporting a bug. I have no printscreens, but I can try to describe the situation to see if it was something I caused or the District itself dooesn't count it correctly on the suggestions.

With EDO JAPANESE, the TERA district would not suggest the better tiles available next to mountains, even if hovered over, the tile would not give the preview of the +5 per mountain.

It was the same situation in all cities/territories alike. The bonus was WORKING, it just didn't show until up and running.
