The copy when looking at someone else's relationships says you can introduce yourself to that empire, even when you already know that empire.
In the image below, you can already see I've met the eagle's empire, yet the tooltip reads: "You can introduce yourself to this Empire."
Expected behaviour
It should probably only have the second part of the text indicating "Manage your relationship with this Empire.", forfeiting the first part to introduce yourself.
