Encountered this in a game yesterday, and basically brought my game to a grinding halt. I was at war with England. They had a minor civ city on my continent that they had influenced into their empire. I wanted them off of my continent, so I went to war and took the city, but was in no big hurry to follow up, since they were on another continent. After awhile, the diplomacy kicked in with an offer. I clicked on the handshake icon, it opened the war resolution screen, but there was absolutely no interactive text. Just a blank area. I could not ignore it, could not progress past it. I reloaded the game, but that did nothing. My game essentially ended right there. 

I'm playing on a PC with a Windows platform using Steam.
