Unable to move troops in opponent territory after war ends

This happened several times, but always on island-cities. During a war, I will have troops in the enemy’s island region or besieging a city in the islan. When the war ends, my troops get trapped on the island. I can’t move them or embark them onto an ocean tile because the game insists I have to declare war first. Unless I can coerce the AI into open borders or an alliance, they are just permanently trapped on the tile they occupied when the war ended.

Not a dev, but you can click one of your own (or a neutral) territories to let them move there, even if it takes multiple turns getting there.


Basically, you can't roam around in the territory, but everything that moves them out should work.

I tried a save, and that does work, but then the armies dies at sea because I can’t control the necessary safe coastal route.

Agreed this is a huge problem. You can move as the other poster said but it's awful. If one weak unit is in the way of your 6 stack army, you cant move past him. Also, they can freely attack you as you move out...  and you can't do anything about it. I was grinding my teeth one game over it. They need to either 1) teleport armies out after a peace settlement, or 2) Put "withdrawal" buff on units in enemy territory for like 2 turns after peace. Ignores zones of control + 2 movement may not attack or be attacked.

I've got a Saboteur that's actually stuck, and telling it to move to friendly territory doesn't work. In fact, the movement arrows only show up if I tell it to move to a nearby enemy city (which of course it can't do because the war just ended as in the OP's case.) I haven't reproduced it, nor have I found a workaround. Reloading or restarting doesn't work.

Addendum: My stuck Saboteur is also not taking attrition damage. So that's nice.
