[Steam (PC)] City overview telling me I can't buyout the buildings with influence

Harappans took my capital and only city. On the same turn, I retake it with the Hunnic Horde raider unit which invariably didn't join in the siege sortie. The capital city is mine, and the end turn button has been replaced with an "idle city" marker directing me to build something. I cannot build anything, because the tooltips say "the construction cannot be bought out with influence". I cannot end my turn with an idle city, and I cannot build anything in the city, so my game seems over. Turns out the "queue - buyout" slider had remained in buyout mode between changes in ownership, and for some reason, it thought I wanted to buyout constructibles with influence. Sliding it back solved the issue, but thought I'd report the bug anyway.

Steps to reproduce from auto-save 426:

Move last militia unit out to be killed by enemy cavalry, the battle will end and the city will fall

Move adjacent Hunnic Horde back onto newly captured city, the city will instantly return to your hands

Hovering over any building will declare it requires influence

I tried reproducing this step from the autosave but the queue-buyout construction slider apparently isn't tied to the save, so you'll have to:

do a new game

pick Huns in the classical era

relocate an outpost that's in adjacent territory to your city

make sure the slider in city overview is on "buyout"

lose and recapture the city in the same turn

open the city overview and hover over any building


Expected behaviour: the game should never assume you want to buyout city improvements with influence
