In my current game I have recently reached the contemporary era but noticed that many of my cities have their stability plummeting to zero. However, if I mouse over the stability tooltip for a given city and add up all the stability gains and losses I should be having a surplus. Under normal circumstances, my surplus stability should prevent the city stability declining to zero but regardless of how much stability I generate I cannot seem to prevent that. Here is a screenshot of my capital's stability:
The city gains 928 stability and loses 810 stability per turn which gives a surplus of 118. However, it is still declining all the way to zero.
This second screenshot is the same city from the previous era:
At this point the gains were 412 stability and the losses were 261 stability for a surplus of 151. As expected, the city is at full stability.
If you need any additional information or files, please let me know. Hopefully all this information is helpful. I don't know how to replicate this bug and it has more or less put a stopper on my current game.
