Description: 

I have this city that is displaying 100% stability (has been so for a while) and 2 round ago started behaving as Mutinous (I am blocked from building new districts and the information says it is mutinous while also showing it stable

The sum of Stability values seems to indicate the city is indeed stable / settled.

I've tried logging off and back on but nothing changed.
