Title: [PC/Steam, v1.0.01.0059-S10] Unable to Resolve War / End Turn
Description: War resolution screen does not display anything. Cannot resolve war because no options for surrender terms are shown, neither for trading territories, reparations, etc. nor the "force surrender" button.
Because the game is demanding a resolution for the war before the turn can end, the game cannot progress past the current turn.
Steps to Reproduce: ???. Honestly I'm not sure. There were other wars prior to this, earlier in the game, where this was not an issue.
Expected Behavior: War resolution screen should show normal Surrender Terms' options. The "Force Surrender" button should be present, in order to end the war and allow the game to progress to the next turn.
