Description:Era: Middle ages (umayad).

I own two unit in the Hagmatana province unable to go on water (both a knight and a great swordsman)

Oddly enough some of my other units are able to board boats.

This might be related to the fact those units were 'handovers' from when i absorbed hagmatana (an independent city) into my empire ?

Repro step (sorry don't know how to trigger it):

click on the horse to the extreme east of my territory

attempt to make him go on water : he'll fail
