459 turns in, no serious issues, and after my war with Green I'm unable to select any demands for their surrender. I got direction from someone to try turning off mandatories in the settings and reloading but it doesn't seem to work on games you've already started. I've also tried loading previous saves prior this point and this issue still persists. Pic is reference. Any ideas?
