Power Investor 10 turn cooldown gets refreshed every time you reload the game.

Steps to Reproduce:

You place the extractor (Artisan Quarters, Horse Ranch etc) and I assume, as intended the Power Investor is greyed out for 10 turns. However, every time I reload the game it gets refreshed, immediately ready to be used again on another resource.

Expected Behavior:

Power Investor stays greyed out after reloading a game unless 10 turns have passed since you last activated it.
